As you mention, going "smart casual" to an informal event is more a case of smart jeans and semi-casual shirt; for example, if you were attending a BBQ with your partner's parents this Summer, you'd want to dress up 'a bit' to demonstrate respect for your potential in-laws, but at the same time keep things suitably relaxed.
